About Health Partners Medical Clinic Cecil Street
Health Partners Medical Clinic Cecil Street is a general practice clinic located at 133 Cecil Street, #09-01 Keck Seng Tower, in the Tanjong Pagar business district. The clinic is KakiList-verified, with a rating of 4.6 out of 5 across 92 Google reviews — a moderate sample that carries reasonable weight. No regulatory licences are recorded in the current listing, and ACRA registration has not been confirmed; prospective patients are advised to verify the clinic's MOH Healthcare Services Licence and the consulting doctor's Singapore Medical Council registration before booking.
For a first visit, patients at a GP clinic typically walk in or book by phone or the online form, present their symptoms or screening request, and receive a consultation, examination, and where relevant a prescription or referral letter. CHAS card holders can access subsidised fees at participating GP clinics, and selected chronic conditions — hypertension, diabetes, lipid disorders, asthma, and others — qualify for MediSave 700 outpatient withdrawal under the Chronic Disease Management Programme. Patients with an Integrated Shield Plan should confirm whether the clinic issues a referral letter for onward specialist consultation, as this can affect claims at a public hospital's specialist outpatient clinic.
Contact the clinic directly by phone or the enquiry form to confirm current consultation hours, CHAS participation, and appointment availability before making your way to the ninth floor of Keck Seng Tower.
Verify the doctor's name on the Singapore Medical Council register and the clinic's MOH Healthcare Services Licence before booking, and for any planned procedure request a written financial counselling estimate that itemises insurance payout, MediSave deduction, and out-of-pocket portions before paying any deposit.
One of the only doctors available in the CBD on Saturday morning without going to raffles walk-in centre. I received a very friendly reception staff, helpful and welcoming. Dr Lee is professional, efficient, congenial, and friendly too.
Very clean clinic, the nurses are very welcome us eventhough we are only tourists☺, they are very kind asking informations. Doctor Damien Lee is very kind and easy to talk and fun too, thank you Doctor Lee. Me, my husband and the boy and the girl are appreciate for your service. We will definitely recommend you to our Indonesian family and friends who visit SGP for holiday if they need too see family doctor during their holiday.
Dr Damien Lee has become our family GP in the past few years. I’ve found him to be efficient and thorough with diagnosis and treatment. He is pragmatic and provides a very welcoming, caring and non-judgmental bedside manner. Nursing and reception staff are very organised and kind too. Thanks for looking after all of my family Dr Lee.
Had a consultation with Dr Damien Lee today. My 2nd time here. Had a very good experience so far. I explained my condition and he assessed my situation even before I explained further. And he does not overcharged and provide you with unnecessary medication. Just what you needed 🫶🏻 Good to have Dr in Singapore that is very passionate with his job rather than trying to sell out their medication. Highly recommended 🫶🏻
My family and I have been visiting them over the last two decades and continue to regard them as the best doctors in Singapore. Dr Damien, Dr Ho and Dr Jason are extremely knowledgeable and professional and most importantly, compassionate individuals. They are not 'trigger happy' with antibiotics and are very careful in diagnosing / prescribing medication. I have trusted each of them with my children from toddlers to adults, and simply will not see anyone else for care, period. They are also very careful in recommending other specialists as well. Dr Damien in particular is the only doctor I know that constantly follows up after each consultation and checking in on how one is doing. This is true care. I will trust no one but them to take care of me and my family. I cannot recommend Dr Damien and his colleagues enough.

GP consultations at private clinics in Singapore typically run S$25–60 per visit, with follow-up visits often at the lower end of that range. On top of the consultation fee, expect to pay separately for investigations such as blood panels (S$60–200), X-rays (S$80–150), and any prescribed medications. GST applies on private medical services. CHAS Blue and Orange cardholders receive subsidised fees at participating GP clinics — confirm whether Health Partners Cecil Street is a CHAS-enrolled panel before your visit. For any planned procedure or referral, request a written cost breakdown that separates the consultation, investigations, and prescription portions. Every legitimate clinic must hold an MOH Healthcare Services Licence under the Healthcare Services Act — verifiable on the MOH licensee directory at moh.gov.sg. Every practising doctor must appear on the Singapore Medical Council (SMC) public register at smc.gov.sg; search by name to confirm registration status and any disciplinary history. No licences are recorded in the current KakiList listing for Health Partners Medical Clinic Cecil Street, which means independent verification is essential before booking. Search the MOH licensee directory for the clinic premises and the SMC register for the consulting doctor's name. Neither alone is sufficient — confirm both. If either record cannot be found, contact the clinic to request the licence number directly.
For outpatient GP visits, MediSave can be used under the Chronic Disease Management Programme (CDMP) — up to S$700 per year for listed chronic conditions including hypertension, diabetes, hyperlipidaemia, asthma, COPD, stroke, and selected mental health conditions. Standard outpatient GP consultations not under CDMP are generally not MediSave-claimable at the clinic level. Integrated Shield Plans (IPs) primarily cover inpatient and day-surgery costs rather than GP visits; however, a referral letter from a GP to a specialist or public hospital can be important for claim eligibility under some plans. Confirm CHAS participation and CDMP enrolment with the clinic at registration. For any planned specialist referral or procedure, request a written financial counselling estimate from the receiving provider that splits insurance payout, MediSave deduction, and out-of-pocket portions before proceeding.
